SKIPS Educational Programmes for Local Authorities and Public Institutions

SKIPS is an agent for social change, educating citizens to create an environment that empowers its users to seize opportunities and be proud and confident. Our educational books engage children, siblings, parents and other primary carers alike and prompt the entire family to embrace the values embedded in the books.

Education and sustainable behavioural change are key columns of implementing public policy and creating a sustainably improved community environment. SKIPS delivers an innovative service that accelerates the achievement of the local authority’s policy objectives in its operational priorities. SKIPS can support the local authority in bridging the gap between school and home and our intervention at the family level is apt to improve academic success, change family learning and embedding valuable life skills into families and, via a snow ball effect, into the community environment.

SKIPS is experienced in working with local authorities and delivering community-wide programmes. We have won awards for our effective educational campaigns. These are some examples of our regional educational campaigns:

In Birmingham SKIPS delivered 10,000 SKIPS Dennis to the Rescue book (this is the SKIPS recycling book) so that every ten year old received a free recycling book. SKIPS coordinated with the Birmingham Sustainable Schools Programme in order to ensure that each school in the district received a free lesson plan that successfully integrates the SKIPS Recycling books into school life.

In a SKIPS Educational Programme commissioned by philanthropists for Wolverhampton we supplied 24,000 free English and Maths books to nearly 12,000 children in 32 schools in order to narrow the educational gap for state sector pupils. We are engaging with the project coordinators in each school, are attending community events and introduce parents to the SKIPS books and associated methodology. At the same time we are conducting cognitive research on changes in the emotional attitude of parents and children towards homework and average academic progress; this research has been designed in accordance with the theory of change and complies with high quality statistical requirements.

Local Authority Budget and Increase in Productivity

SKIPS campaigns based on our Life Skills Books provide tangible benefits for the local authority’s operations and budget.

For example, every SKIPS Recycling book campaign creates a path towards a low carbon society through an effective educational programme. It accelerates the fight against climate change through behavioural change of the community while creating savings in land fill and carbon emission taxes. Our other Life Skills books support the same objectives: the planned road safety book will promote environmentally friendly travel methods and the planned energy, waste and water saving book will bring economic and ecological benefits to the council and its community.

Our campaigns also deliver greater productivity in reaching and educating the community creating productivity gains in the council’s operations and efficient use of resources beyond education in the class room.

Social Value Act 2012 – Implications for Local Council Tenders

The Social Value Act 2012 encourages councils to look at the “Social value” when awarding a contract.

Social Value is a way of thinking about how scarce public resources are allocated and used for the benefit of the community. Social Value looks at the collective benefit of the community i.e. whether a bid improves the economic, social and environmental well-being of the community over and above the delivery of the specific goods and services to be procured.

Social Value assessment helps councils to join up all of its strategic aims as a public body and ensure that the tax payer’s money is used in the way that most benefits society.

A SKIPS campaign presents corporate sponsors and local authorities with an opportunity to address key challenges in congruent areas of their mission.

SKIPS Educational Campaigns deliver Social Value for Councils and Corporate Sponsors

The SKIPS Life Skill books are effective in changing behaviour of families and communities. SKIPS Educational Programmes deliver “social value” to the community and address the key factor in creating a path for a sustainable implementation of public policies: effective, sustainable education at the family and community level.

Each local authority is in the best position to identify corporations who have an interest in delivering Social Value by using funds out of their Corporate Social Responsibility (“CSR”) budget: many companies are keen to embark on a SKIPS campaign and provide Social Value because they already work with the council and/ or wish to connect more efficiently with that community; others are keen to reach out to new communities and provide education that is linked to their core commercial activities – creating a better environment for these communities.

SKIPS can engage with these companies and develop the appropriate community-wide SKIPS Educational Programmes.

Social Impact Measurement

As a responsibility to our stakeholders, our communities and sponsors, SKIPS is committed to measure and report the social impact of its operations and campaigns. The collection of appropriate data at school level will be formulated in accordance with the theory of change and latest educational research projects. In our experience, local authorities prefer to collect, analyse the data and report on the social impact of the campaign. We can of course assist in this process and manage it for all parties involved.

The rationale for the SKIPS Parental Engagement Books

Educational research provides ample evidence that parental engagement is a crucial link in improving pupil attainment and changing family behaviour. SKIPS books are unique in their approach as they introduce curriculum based fun activities that trigger family communication and joint parent/pupil learning.
